Brief description: This post-holder will support the Programme Manager in leading and managing DFID’s state partnerships with Orissa and Bihar – programmes which will deliver a significant portion of DFID’s global results in maternal and child health, nutrition, family planning, malaria, water and sanitation, violence against women and public financial management.

General description

Despite India’s rapid economic growth, there are still substantial development challenges in the poorer parts of India. DFID India is responsible for a programme of development cooperation with Indian partners worth £280 million per year. Focused mainly on the states of Bihar, Madhya Pradesh, Orissa, and West Bengal, the programme includes work in health, education, governance, infrastructure, rural livelihoods, and urban development. In all these areas, we focus particularly on women and girls. A new programme of work to support private sector development to deliver jobs, products, infrastructure and basic services is being designed. There is an innovative cross-departmental unit on climate change housed within DFID.
DFID India works in partnership with government, international organisations, civil society and private sector. The 90 staff based in our New Delhi office (co-location with the British High Commission is planned for 2012) work with the Government of India on nationwide programmes, and with governments in a number of states with particular poverty needs. The State Offices provide support and local knowledge.

Duties & Responsibilities

This post-holder will support the Programme Manager in leading and managing DFID’s state partnerships with Orissa and Bihar – programmes which will deliver a significant portion of DFID’s global results in maternal and child health, nutrition, family planning, malaria, water and sanitation, violence against women and public financial management. S/he will be responsible for managing DFID’s relationship with senior government officials, ministers, development partners and other civil society organisations in Orissa. S/he will also have lead responsibility for project management of Orissa and Bihar Health Sector Programmes, Orissa Governance and new urban programmes, including ensuring adherence to DFID procedures in design and implementation of programmes. S/he will line manage and develop 2 programme staff (1 x B1 grade, 1 x C1 grade).
The successful candidate should be a strong administrator with experience in managing large and complex programmes, with excellent organisational skills and the ability to juggle multiple tasks and deadlines. S/he will have good knowledge of development issues as well as an expert understanding of the way development agencies can intervene to deliver results. S/he must be able to work independently and be confident in dealing with senior government officials and senior advisers. S/he will be a strong communicator, with a good track record of working in multi-disciplinary teams and building relationships with government and civil society.

Summary objectives and scope of work

Develop/ implement strategy and workplans; management of programmes and results
Lead on developing the water and sanitation component of Orissa Health; and Project Officer role for Orissa Governance Programme, Orissa Health and Bihar Health Programmes. Ensure delivery against highest PCM standards
Contribute to design of Orissa Urban and other programmes and identify and improve weak performing projects; ensure robust M&E strategies and regular reporting on results
Make sure climate and gender imperatives are mainstreamed
Monitor VFM and mitigate risks (especially fiduciary)
Develop and co-ordinate strategy, including smooth integration of education priorities within the state partnership
Sustain and improve relationships with partners especially Government of Orissa
Lead and assist others in building strong relationships with key state contacts - political, administrative, private sector and civil society
Represent effectively DFIDI’s priorities in key programme areas as well as wider policy and work-streams (eg private investment)
Organise partnership dialogue with state government
Donor co-ordination - and prioritised engagement basis with civil society, private sector, researchers etc.
Deliver high quality of corporate reporting and stewardship; communicate results:
Lead on/contribute to management of senior level visits to projects/states; prepare high quality submissions and briefings for senior management and ministers; replies to Parliament Questions, public and ministerial correspondence
Understand DFID systems and procedures, and ensure adherence of effective use of the same

Within DFID India work productively with Senior Advisers on the results agenda
Provide and adhere to expenditure projections on programmes managed
Provide and adhere to expenditure projections on projects managed
Line management and development of staff, including the state office
S/he will line managing up to 2 programme staff, (1 x B1 grade, 1 x C1 grade).
